“一带一路”背景下边境贫困县人才引进的探讨——以乌什县为例

摘    要:在"一带一路"背景下,以新疆阿克苏地区边境贫困县乌什为例,探讨"人才引进"存在的问题及建议,并发现乌什县在人才引进方面存在如下几个问题,人才总量不足、结构不优;人才流失现象严重;人才队伍整体素质偏低;人才引进机制不健全。通过"一带一路"倡议下乌什县的人才需求和国家对新疆边境贫困地区的政策相结合分析得出,边境贫困县必须构建科学、合理和符合当地实际的人才引进服务管理机制。最后,根据"一带一路"经济社会发展实际需求,提出了加强边境贫困县人才引进的建议。

Discussion on Introduction of Talents in Frontier Poverty County under the
Abstract:The basis of development, but the talent; Societe Generale, the first talent. Under the ba- ckground of "One Belt and One Road", this paper discusses the existing problems and suggestion- s of "talent introduction" in Wushi, a border poverty county in Aksu Prefecture of Xinjiang, and fi- nds out that there are several problems in the introduction of talents in Wushi County as follows: Total Talents Inadequate, poor structure; serious brain drain; the overall quality of the talent team is low; talent introduction mechanism is not perfect. Through the "Belt and Road Initiative", Wus- hi County''s talent demand and the state''s policy on the border areas in Xinjiang are analyzed. The results show that the border counties must build a service management mechanism that is scientifi- c, rational and in line with local conditions. Finally, according to the actual needs of economic and social development under the "Belt and Road Initiative," we put forth suggestions on how to stren- gthen the introduction of talented people in border poverty-stricken counties.
