| 摘 要： | 构建高校科技创新能力综合评价指标体系,采用因子分析法对我国31个省份的高校科技创新能力进行比较,总体上呈现出从东部到西部梯形递减的趋势。进一步对投入和产出能力分析发现,可以将31个省份高校分为投入产出协调型、投入领先型和产出领先型。因此,在智慧专业化均衡发展背景下,中西部地区的高校可建立科研资源补偿机制和深化产学研合作机制。产出领先型省份应加大创新资源的投入,投入领先型省份应进行供给和需求双侧改革,提升科技成果产出与转化实力。

| Abstract: | Smart Specialization provides new development opportunities for regional innovation and development. As a new force in the construction of innovation ability, universities have a profound impact on the formulation of wisdom and specialization strategy. In this paper, through the construction of a comprehensive evaluation index system of scientific and technological innovation ability of universities, factor analysis method is used to compare and analyze the scientific and technological innovation ability of universities in the eastern, central and western provinces of China. The results show that the comprehensive ability of scientific and technological innovation in universities is decreasing from the east to the West. This paper further analyzes the input-output capability and output capability, and divides 31 provinces into three types: input-output coordination type, input leading type and output leading type. When promoting the balanced development of regional wisdom and specialization, universities in the central and western regions can establish a compensation mechanism for scientific research resources and deepen the cooperation between industry, university and research institute to improve the scientific and technological innovation ability. In addition, the output leading provinces should increase the input of innovation resources, and the input leading provinces should carry out bilateral reform of supply and demand to improve the output and transformation strength of scientific and technological achievements. |
