| Abstract: | Public policy as the main tool of governance plays an important role in easing social conflicts,resolving conflicts,creating wealth and improving the welfare of the people. However,in the course of administrative practice,the factors affecting policy implementation constrain the achievement of policy objectives. Thus it is important to analyze the crux of the parties so as to work out countermeasures to improve the effectiveness of the implementation of public policy. |
