| 摘 要： | 美国政府为保护公共利益,建立了针对政府交易参与方失信行为管理制度,即记录参与政府交易方失信行为的排除名单制度。以美国国家科学基金为例,分析科研领域严重失信行为管理的目标、运行机制及基础支撑,试图对美国政府管理科研失信行为制度进行解析。从管理目标、管理机制和基础支撑三方面解析美国科研失信行为管理的制度内涵,再从行为界定、处理程序和具体案例三方面分析系列制度的技术问题。以期对我国科研领域的失信行为管理体系建设提供一些思路和借鉴。

| Abstract: | In order to safeguard public interest, the US government has established a credit management system which is applicable to government transaction participants, that is the exclusion list system for recording participants who commit severe misconducts. This paper, taking the National Science Foundation(NSF) as an example, attempts to analyze the American government’s management of misconducts in scientific research from the perspective of strategy goals, operating mechanism and basic supports, then the technical problems of series system are analyzed from the aspects of behavior definition, processing procedure and specific cases, in order to provide some ideas and reference for the construction of management system in the field of scientific research in China. |
