广东省科技金融投入与创新效率地区差异的实证研究

摘    要:对广东省2000-2017年的科技金融投入和产出数据进行动态分析,运用数据包络分析法(DEA)对各地区创新效率进行Malmquist指数模型测度,深入分析影响创新效率变化及地区差异的因素。研究得出如下结论:(1)受地区发展不平衡和技术进步缓慢影响,广东省各区域平均创新效率呈现下降趋势,科技金融投入对产出的影响未达到技术有效状态;(2)随着科技金融投入增加,珠三角地区科技创新生产率和技术进步水平不断提高,对科技金融资源的使用与配置处于技术有效状态,科技金融投入逐渐达到规模经济最优;(3)粤东西北地区由于科技金融投入不足导致科技创新效率较低,与珠三角地区差距不断拉大。建议广东省政府在今后制定科技金融政策时重视平衡地区差距,引入市场化机制,发挥珠三角对粤东西北地区科技创新的辐射作用。

Abstract:This paper makes a dynamic analysis of the input and output data of science and technology finance in Guangdong province from 2000 to 2017, and uses the data envelopment analysis(DEA) method to measure the Malmquist index model of innovation efficiency in various regions, and deeply analyzes the factors that affect the change of innovation efficiency and regional differences. The results of the study are as follows:(1) The regional development is not balanced and the technological progress is slow, and the average innovation efficiency of all regions in Guangdong is declining, and the impact of the technology and financial input on the output has not reached the technical effective state.(2) With the increase of the investment of science and technology, the productivity and technological progress of the technology innovation in the Pearl River Delta region are increasing, and the use and configuration of the science and technology financial resources are in the technical and effective state.(3)Due to the lack of scientific and technological financial input, the efficiency of scientific and technological innovation is relatively low, and the gap with the Pearl River Delta area is increasing. The paper suggests that the government of Guangdong provincial should pay attention to balancing the regional gap when formulating the science and technology financial policy in the future, introduce the marketization mechanism, and give full play to the radiation effect of the Pearl River Delta on the scientific and technological innovation in the northwest of Guangdong.
