| 摘 要： | 作为国家重要区域发展战略的粤港澳大湾区建设,目前正处起步阶段。本文分析：国际科创中心的建设是保障大湾区高质量发展的关键,同时也是提升湾区治理的重要突破口;粤港澳大湾区规划纲要明确指出,大湾区要紧密合作共同参与“一带一路”建设,为“一带一路”建设提供有力支撑;中国目前的社保政策的碎片化状况成为境外人才进入广东工作的后顾之忧,这一状况必须尽快改变;大湾区的建设有赖于年轻人的积极参与和贡献,但目前的客观现实与我们的良好愿望相距甚大;粤港澳大湾区与国际湾区比较,在生态环境方面的差异尤为明显。本文提出：在当下治理任务繁重复杂的情况下,要实现湾区建设的良好开局,首先必须重点抓好湾区国际科技创新中心建设、加快融入“一带一路”建设、扎实推进港澳青年深度融入湾区内地和尽快构建生态环境多元共治治理机制等基础工作。

Key tasks of current governance inthe Guangdong-Hong Kong-Macao Greater Bay Area |

| Abstract: | As an important national regional development strategy, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area is in its infancy. The construction of the international science and technology innovation center is the key to ensure the high-quality development of the Greater Bay Area, and it is also an important breakthrough to improve the governance of the Greater Bay Area; The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area clearly points out that every city in the Greater Bay Area should cooperate closely to support the construction of the Belt and Road Initiative; What must be changed as soon as possible that the fragmentation of China"s current social security policy has become a worry for overseas talents to work in Guangdong; The construction of the Greater Bay Area depends on the active participation and contribution of young people, but the current objective reality is far from our wishes; Compared with international bay areas, the difference in ecological environment in the Greater Bay Area is particularly obvious; In the current heavy and complex governance tasks, to achieve a good start in the construction of the Greater Bay Area, we should Focus on the building of the International Science and Technology Innovation Center in the Greater Bay Area, speed up the integration into the Belt and Road Initiative, promote youth from Hong Kong or Macao to deep integrate into the mainland of the Greater Bay Area, and establish a multiple co-government mechanism of the ecological environment. |
