摘    要:当前经济形势下,国际之间的竞争已经转化为知识产权的竞争,科技项目是国家科技发展的重要载体,探究科技项目知识产权的育成机制对我国科技发展以及经济发展具有重要的战略意义。文章将国家科技重大专项作为全创新链知识产权育成机制的研究对象,运用系统自组织理论,基于内部机制与外部环境要素构建全创新链知识产权育成机制的概念模型,以此研究全创新链知识产权育成机制内外部影响因素的协同作用,从而探析国家科技重大专项各阶段科技成果知识产权的孕育、形成及进化的机理,最后从项目的组织方和实施方两个维度提出了促进国家科技重大专项知识产权育成的建议。

Research on the Mechanism of Intellectual Property Breeding in the Whole Innovation Chain for National Science and Technology Major Projects
Abstract:Under the current economic situation, international competition has been transformed into competition for intellectual property rights. Scientific and technological projects are important carriers for the development of national science and technology. Exploring the mechanisms for cultivating intellectual property rights in scientific and technological projects is of strategic importance to China"s scientific and technological development and economic development. This article takes the major national science and technology projects as the research object of the IP innovation mechanism of the full innovation chain, and builds a conceptual model of the IP innovation mechanism of the full innovation chain based on internal mechanisms and external environmental factors, and studies the internal and external impacts of the IP innovation mechanism of the full innovation chain. The synergistic effect of factors, so as to analyze the mechanism of the gestation, formation and evolution of the intellectual property rights of scientific and technological achievements in each stage of the national major science and technology project.
