摘    要:节能减排效果测度是检验区域经济发展质量的重要标准.将超效率DEA模型引入到区域节能减排效果测度当中,利用湖南省14个市州的实际数据,就“十二五”以来湖南各市州节能减排效果进行具体测度,并利用Malmquist指数模型计算其效率变动值,同时利用多元回归分析检验影响区域节能减排效果的因素.研究认为,湖南省各市州节能减排效果整体情况较好,但也表现出一定的地区差异,而产业高级化程度以及节能减排政策扶持力度是关键性的影响原因,因而新阶段应继续通过加大节能减排政策扶持力度、提高产业高级化程度以及强化相关体制机制保障等多个途径推进节能减排.湖南省的示例对于其他区域的节能减排具有示范意义.

Quantitative assessment of regional low carbon efficiency based on super efficiency DEA model
Abstract:The effect of energy conservation and emissions reduction measure is the important standard for testing quality of regional economic development. In this paper, the super efficiency DEA model is introduced into the area effect measure of energy saving and emission reduction, using the actual data of 14 city states, hunan province, effect of energy conservation and emissions reduction and Malmquist index model is used to calculate the changes in the efficiency value, at the same time by using multiple regression analysis to examine the effects of the impact of regional energy conservation and emissions reduction factor. Research suggests that hunan secri effect of energy conservation and emissions reduction is in a good situation, but also show some regional differences, and high-level industry level and energy conservation and emissions reduction policy support is critical. A new stage, therefore, should continue to intensify policy support for energy conservation and emissions reduction, improve the high-level industry level and strengthen the relevant systems and mechanisms to ensure more than one way to promote energy conservation and emissions reduction, example for other regions in hunan province energy conservation and emissions reduction is a demonstration.
