摘    要:污染物总量控制是改善空气环境质量、实现可持续发展的根本途径之一.基于改进等比例分配方法,以2010年为基期对我国31个省、自治区、直辖市2015年大气污染物总量控制目标进行分配,在此基础上对污染物分配效率进行研究,并将该分配方案与国家行政分配对比分析.研究结果表明:各地区SO2和NOx的削减分配特征基本一致,仅削减幅度存在明显的地区差异性,削减率较高的地区主要集中在北部、东部沿海地区的部分省级行政区,西北、西南地区的削减率相对较低.在污染物总量控制的前提下,该分配方案使更多省级行政区处于技术前沿面上,因此其大气环境效率明显提高.

Study on the Distribution Efficiency of Total Air Pollutants based on the Improved Method of Proportion Distribution
Abstract:Control of total pollutants is one of the basic ways to improve the air quality of the environment and achieve sustainable development. Used panel data model to analyze regional differences,we analyzed symbiosis of 31 provinces about the total allocation of air pollutant and the solution of allocation by improved proportional distribution method in 2010.On this basis, the efficiency of the distribution of contaminants research.Compared with the improved proportional and national administrative allocation. It turned out that reduction target allocation characteristics of and is nearly the same in all province cities, but the cuts are significant regional differences. The cut rate of the northern provinces and the eastern coastal areas of provinces is higher. On the contrary, the cut rate of northwest and southwest is lower. In total control of pollutants, the distribution plan to make more in technical frontier provinces, provincial and municipal environmental efficiency significantly improved the atmosphere.
