| 摘 要： | 分析在粤港澳大湾区(以下简称"大湾区")建设国际科技创新中心背景下,港澳青年融入国际科技创新中心建设面临的主要问题与挑战。运用文献分析、比较分析法和访谈等方法,研究认为,目前大湾区国际科技创新中心建设在人才资源方面主要面临人才要素流通不畅、人才同构现象严重、高端科技人才资源较为匮乏等问题;而港澳的科技人才培养和社会就业问题,以及引起港澳青年到大湾区内地城市就业创业顾虑的主要因素是影响港澳青年融入国际科技创新中心建设的主要问题。基于此,提出大湾区建设更多世界一流大学、激发院校创新活力,结合现代产业体系构建扎实推进青年人才供给侧结构性改革,以及地方政府加强协同与引导、建立青年科技创新平台、发挥非政府组织作用、不断完善人才社会保障政策等对策措施,以期促进港澳青年投身大湾区国际科技创新中心建设,推动大湾区高质量发展。

| Abstract: | This paper analyzes the problems and challenges faced by the integration of Hong Kong and Macao youth into international science and technology innovation center construction under the background of the construction of Guangdong-Hong Kong-Macao Greater Bay Area(hereinafter referred to as "Greater Bay Area,GBA") international science and technology innovation center. Based on literature analysis and comparative analysis, the paper holds that at present, the construction of GBA international science and technology innovation center is mainly faced with the problems of poor circulation of talent elements, serious isomorphism of talents, and lack of high-end scientific and technological talent resources;the problems of scientific and technological personnel training and social employment in Hong Kong and Macao, as well as the main factors causing the concern of Hong Kong and Macao youth come to start a business and employment, are the main problems affecting the integration of Hong Kong and Macao youth into GBA international science and technology innovation center construction. Based on this, the paper proposes that GBA should build more world-class universities and stimulate the innovation vitality of colleges and universities, firmly promote the structural reform on the supply side of young talents combined with the construction of GBA modern industrial system, as well as strengthen coordination and guidance of local governments, establish youth science and technology innovation platform, play the role of non-governmental organizations, and constantly improve social security policy for talents, in order to promote Hong Kong and Macao youth devote themselves to the construction of GBA international science and technology innovation center, and promote high-quality development in GBA. |
