| 摘 要： | 在高科技日益发展的今天,科技这柄"双刃剑"的正面效应无疑得到了空前的彰显,但与此同时,负面效应也日益得到凸现。如何在享受高科技为我们带来福祉的同时,免受其负面影响的侵害,建立对高科技负效应进行前馈控制的科技管理体制和运行机制,将是一种明智的选择。

| Abstract: | Nowadays,with the increasingly developed high-tech,as a "double-edged sword" ,technology has both negative and positive effects.Its positive effect are undoubtedly making its way in an unprecedented scale,but at the same time,its negative effects are also increasingly becoming obvious.How to enjoy high-tech welfare without suffering from its negative effects? It will be a wise choice to establish the science and technology management system and operational mechanism for the high-tech negative effect forward control. |
