| 摘 要： | 失地农民的贫困问题有多种表现类型,包括城市化扭曲型贫困、土地强行征用型贫困、土地补偿不足型贫困、保障缺乏型贫困和就业困难型贫困。在土地征用过程中,地方政府与失地农民互为主要利益相关体,因此,地方政府对于失地农民贫困的预防应负起主要责任。
