| 摘 要： | 伴随着市场经济的崛起，工业化、城镇化、信息化迅猛发展，由此引发的环境问题越来越受到人们的关注。在环境治理中，利益主体由同质化转向多样化，政府职能模式由全能型逐渐向有限型过渡，将部分权力归还于社会，目的在于协调多元主体的利益差异、利益矛盾，公民利益群体的地位也由此凸显出来，成为环境治理中除政府、市场之外的第三方参与者。如何指导和激励公民利益群体的行动策略，维护公民的合法权益，已成为当今政府的一项重要职责。文章试图从利益驱动、资源禀赋及制度构建三方面来解析公民群体在环境治理中的行动逻辑，从而推动公民集体行动迈向组织化、规范化，真正实现环境善治格局。

| Abstract: | With the rise of the market economy, industrialization, urbanization and the rapid development of information technology, which raise environmental issues attract more and more people＆#39;s attention. In the governance of environment, the stakeholder has changed from the homogenization to the diversification, the mode of government functions transite from the versatile to the finite type, some of the power will be returned to society, aiming to coordinate the differences of interests of the status of multiple subjects, the conflicts of interests, the interest of citizens groups has standed out, in addition to the government and the market, it has become the subject of the interests of third parties in the environment governance. How to guide and motivate the action strategies of citizen interest groups, safeguard the legitimate rights and interests of citizens, has become an important duty of the government. This article attempts to resolve the logic action of citizen interest groups in the Chinese environment governance from the profit-driven, the resource endowments and the institutions of building, thus contributing to the collective action towards organization and standardization, truly achieve the pattern of good environmental governance. |
