| 摘 要： | 共生发轫于生物学，后被延展到自然科学和社会科学研究的诸多领域。共生既是一种关于结构的范畴，又是一种关于行动的范畴，其本质在于共生关系主体间的资源依赖关系。从生物学共生到经济学共生再到公共管理共生，共生关系主体属性的跨越性极大，为此建构了“资源相互依赖性---组织自主性”分析框架。政府与社会组织共生不仅具有理论基础，而且还有现实依据。共生关系演进具有普遍性，自然生态系统和社会系统概莫能外，只不过演进的机理有所不同。将共生理论里共生环境要素进行解构，提出共生关系演进机理的三个层次：共生宏观环境、共生中观环境---共生制度、共生微观环境---共生机制，并分析相互之间的关系。

| Abstract: | Symbiosis originated in biology and it has being extended to many fields of natural science and social science research after that. Symbiosis is about a category of the structure and a category of action. Its essence is that Symbiotic relationship between the main body has resource dependency relationship. From a biological symbiosis to economic symbiosis and symbiosis of public management, the symbiotic relationship between the main body of property changed a lot, so we construct the ＆quot;resource interdependence -autonomy organization＆quot; analysis framework. Symbiosis relationship between the government and social organizations is not only a theoretical basis , but also a realistic basis. Symbiosis relationship evolution are universal, natural ecosystem and social system is no exception, but evolution mechanism is different. Deconstruct the symbiotic environmental factors which belong the theory of symbiosis and put forward symbiosis evolution mechanism of three levels： the symbiotic macro environment, the symbiotic medium environment - symbiotic system, the symbiotic micro environment - symbiosis mechanism. Then analyzes the relationship between each other. |
