| 摘 要： | 能源供给小于能源需求是中国经济发展面临一个长期难题。安全的能源供给体系，是中国经济健康持续发展的重要保证。煤炭为主的能源供给结构。需要优化和调整。用财政税收政策鼓励企业降低能源消耗，建立能源储备体系，组建国家能源部，可以很好的防止中国能源供给失灵，确保国家能源供给安全。

| Abstract: | Facing a long-term problem of china economic development is the supply of energy is less than demand for energy. A secure energy supply system is an important guarantee for China＇s economic sustainable and health development. The structure of Coal-based energy supply needs to adjust and optimize. With fiscal and taxation policy to encourage enterprises to reduce energy consumption, the establishment of energy reserves system and the national Department of Energy, can prevent the failure of China＇s energy supply and ensure national security of energy supply. |
