| 摘 要： | 额信贷政策作为再就业工程的新思路无论在理论界还是在实践中均得到认可，但在中国城市却还没实现可持续发展的目标，即扶贫效应没表现出连续性。本论文描述了阻碍其可持续发展的直观表现与原因，并进一步阐述了促进城市小额信贷扶贫可持续发展的建议：按经营实力分类建立多层次的服务体系；对商业银行进行财政贴息建立补偿机制；齐抓共管解决还款难题建立专项资金滚动模式；打破二线运作模式建立第三方组织；确保项目成功建立责任机制。

| Abstract: | Regarded as a new idea of reemployment project, ＂Mierofinance Policy＂ has been approved both in theory and practice. As the effects of anti-poverty lacks of continuity, ＂＇nicrofinanee Policy＂ does not achieve the goal of sustainable development in urban areas. This paper describes the phenomenon of unsustainable development and analyzes its reasons and expounds the suggestions of promoting sustainable development of urban microfinance anti-poverty policies. First, ac- cording to the business capacity establishes the multi-level service system. Secondly, constructs a compensation mechanism for commercial banks to give public discounts. Thirdly, creates the special funds mode to solve the problems of repayment. Moreover, develops non-profit organizations to break two-line operating mode. In addition, builds up a responsibility mech- anism to ensure the successful implementation. |
