摘    要:东道国引进外资的目的在于通过其技术溢出效应提升自主创新能力。然而,长期以来,二者之间的作用机理一直是学术界争论的焦点。本文在对相关文献研究进行梳理的基础上。以“政产学研”作为微观主体,以产业集聚、大学城与科技园区作为中观主体,以技术溢出、吸收能力和自主创新作为宏观主体,分层次构建基于不同中介的FDI技术溢出与区域自主创新能力互动作用之框架,并针对我国各区域发展现状及特点给出相关启示。

Abstract:The purpose that the host country attracts foreign investments is to enhance independent innovation capacity through their technology spillover effects. However, for a long time, the action mechanism between FDI technology spillover and regional independent innovation Capacity has been the focus of debate in academia. Based on sorting out the relevant literature, this paper will take "government-industry-university-research institutions" as the micro body, take industrial agglomeration, University City and Science and Technology Park as the meso body, and take technology spillover, absorptive capacity and independent innovation as macro bodY. In addition, this paper will construct hierarchically the interaction framework between FDI technology spillover and regional independent innovation capacity, which will be based on different intermediary. At last, according to the situation and characteristics of China's regional development, this paper will give some relevant enlightenment.
