| 摘 要： | 消除贫困已成为了国际行动的目标。我国政府一直都在反贫困．其中采用的战略主要有传统的社会救济扶贫战略，通过制度变革推动经济增长以消除贫困的战略和开发式扶贫战略等多种扶贫方式，使贫困人口不断下降。我国贫困人口主要集中分布在西部的深山区、裸石山区、荒漠区、高寒山区、黄土高原区、边疆少数民族地区以及地方疾病多发区、缺水地区、严重自然灾害多发区。这些地区地域偏僻、交通不便、文化教育落后、生态环境恶劣、基础设施条件差．这些区域是我国扶贫的攻坚区域。因此，要制定对西部特殊贫困地区的政策倾斜。西部地方政府扶贫的指导思想要有创新，应该注重政治意义和社会效益，在这个前提下追求尽可能高的经济效益。扶贫要因地制宜，分期、分批地进行，要有稳定的脱贫计划才能攻破扶贫难关。

| Abstract: | Eliminate the poor goal that also becomes international action. The government of our country always turn over poor, in which, the society in which the strategy of adopting has tradition mainly relieves to support poor strategy, through system transform, promote economic increase to eliminate poor strategic and development type to support poor strategy etc. various support poor way to make poor population unceasing drop. In the poor population of our country, local disease much ammunition district, naked stone mountain area, desert district, high cold mountain area, the district of loess plateau, border minority area as well as the district of remote mountains of major centralized distribution in west department are short of water area and serious natural calamity much ammunition district. These area regions are remote, have inconvenient traffic, cultural educational backward, ecological environmental bad, infrastructure condition is lacked , these areas are our country support poor attack sharp area. To prepare for west department, the policy of special poor area inclines, west department local government supports poor guiding ideology will have innovation, should emphasize political meaning and social benefits, this prerequisite takes off the economic benefits that pursue is in height of as far as possible. Support poor want according to local conditions, go on by stage in turn, want have stabilize take off poor plan to break through to support poor difficulty. |
