| 摘 要： | 本文通过对我国西北农村公共文化的需求状况进行调查及分析,提出农村公共文化需求的全面快速增长与农村公共文化服务供给相对短缺之间的矛盾问题.指出农村公共文化供给存在资金投入不足、机构运转乏力、缺乏科学的管理体制和运转机制、缺乏制度外公共产品给决策机制等问题.为此,必须完善公共文化供给职能,培育农村公共文化内生机制,构建农村公共文化服务体系.
