| 摘 要： | 本文考察了中国的公共研发资本投资和科技进步的实证关系,为此首先估算了1978-2008年间中国的全要素生产率,随后采用非参数局部线性回归考察了中国的人均公共研发资本投资增长率对全要素生产率增长率的影响。结果表明二者之间当年的关系是倒U型的,但人均研发资本增长率滞后一年后二者存在着显著的正向关系。这样政府一方面要继续扩大研发资本投资,另一方面还要保持适度的增长率。

| Abstract: | We estimate China's TFP during 1978-2008 by using Solow-Residual method.Then we investigate the impact to the Growth rate of TFP by the growth rate of per capita public R&D Investment.The current year relationship between these two arguments has inverted U-shape,but one-year-lag relationship is significant positive.Thus government should not only enhance public R&D investment continuously,but also keep the appropriate growth rate. |
