| 摘 要： | 煤矿安全事故水平高低与一个国家工业发展的基础水平和速度等因素密切相关，是一国社会经济发展阶段和水平的反映。本文通过研究和编制中关两国几十年来煤矿安全事故百万吨死亡率的曲线．分析了中关社会经济发展阶段以及历程与煤矿安全事故的相关性，比较研究了中关两国煤矿安全事故水平、曲线规律的异同点及其原因。这不仅在我国煤矿安全问题的研究广度上加入了宏观经济发展的全新维度。使人们能够更为全面地认识我国煤矿安全事故的成因，也为我国在不同经济发展阶段下安排应对和防范煤矿安全事故提供了科学的依据。
