| 摘 要： | 中国文化体制改革的实质就是通过体制机制创新.解放和发展文化生产力,建设社会主义先进文化.最大限度地满足人民群众日益增长的精神文化需求.改革面临的新难题必须通过深化改革去解决,要从实际出发有步骤地推进,切实加强组织领导和广泛发动群众,在确定政府管理模式的同时,培育市场主体,制定倾斜政策、完善配套工程,并大力鼓励原刨,推进创新能力建设.
