| 摘 要： | 近年来，作为基层民主领域一大创新的城市社区网络论坛获得蓬勃发展。基于杭州市大浒东苑社区的实证调查显示，社区网络论坛与城市社区治理之间具有一定的逻辑关联和内在作用机理。社区网络论坛为民意表达创建互动平台、为密切社群关系架设了沟通桥梁，推动了社区治理自治。高度重视社区网络论坛的发展并抓好社区人才队伍建设、完善多元治理增强社区回应力、创新议题并建立利益表达机制等一系列建议与措施，有助于推进社区网络论坛有序发展，以最小的治理成本实现最大的社区治理效益。
