| 摘 要： | 基于第二次全国R&D资源清查数据,利用CCR和BBC模型,对我国24个省市区的政府研究机构的R&D绩效进行评价,结果显示:我国政府研究机构整体R&D绩效不高,省际间差距大,经济发展水平总体上对R&D效率起正向作用;在资源投入上,R&D经费内部支出浪费严重;产出上,专利、论文及著作存在不同程度不足,其中有效发明专利数、专利所有权转让及许可收入的不足十分显著。最后就进一步提高政府研究机构R&D效率提出了有针对性的建设性意见。

| Abstract: | Based on the data of Second China R&D Statistics,the paper analyzes the performance of R&D input-output efficiency among various state-owned research institutes of 24 different places with the method of Input-oriented CCR and BCC in DEA.The study shows inefficient overall R&D performance of state-owned institutes,great provincial gap and the positive effect the level of economic development plays on R&D performance.In the respect of input,there is a huge waste of intramural expenditure on R&D.As for the output,inventive patents in force,values of patent technology license and transfer are especially insufficient.Some instructive policy implications are presented after the thorough analysis. |
