| 摘 要： | 国家知识系统的有效运行关乎国家社会进步和经济发展,建立国家知识系统全过程预警具有重要意义。明确国家知识系统预警内涵、目标与原则,剖析国家知识系统运行的全过程,选择国家知识系统预警指标,进而构建国家知识系统全过程预警指标体系。预警指标体系包括知识基础预警指数、知识环境预警指数、知识运行预警指数、知识输出预警指数、知识分配预警指数、知识经济预警指数等6个二级指标,硬件知识资源投入预警指数等12个三级指标和24个四级指标,通过Delphi法计算得到各指标的权重,其中知识经济预警指数、知识基础预警指数和知识输出预警指数的权重相对较大。Delphi测算过程显示,专家对指标体系设计较为认可,对指标权重的打分能体现出较高的分辨率,指标体系设计和赋权都具有科学性。
