| 摘 要： | 随着铁路建设的发展，施工组织设计管理的地位和作用越来越突出。项目前期阶段，根据设计单位编制的施工组织设计意见，建设单位开始编制指导性施工设计文件，并纳入招投标和施工合同。项目开工后，建设单位组织监理单位和其他相关部门。审查施工单位编制的危险性较大工程和重难点工程专项施工方案。并审批实施性施工组织设计文件。总的来看。铁路基本建设项目施工组织设计管理达到了规范、有序，保障了铁路基本建设项目实现质量、安全、工期、投资、环境保护和技术创新目标。

| Abstract: | With the development of railway construction, the management of construction organization design is playing an in- creasingly prominent role and function. At the incipient stage of a project, in accordance with the opinion of construction organiza- tion design formulated by the design unit, the construction unit starts to compile the guidance document for construction design and includes it in the bidding and construction contract. After the project starts, the construction unit organizes the supervision unit and other relevant departments to investigate the special construction plan for hazardous projects and key and difficult pro- jects formulated by the construction unit, and approve the document of construction organization design used for construction. On the whole, the management of construction organization design for railway capital construction project is standardized and orderly, having ensured the goals of railway capital construction project in quality, security, construction period, investment, envi- ronmental protection and technical innovation. |
