摘    要:"一带一路"是我国提出的突破性、全局性重大战略和国际倡议,其包括65个国家,44亿人口,具有范围广、周期长、领域宽、时空域等特点。文章立足于分析空间对地观测技术优势和能力,在面临的环境、资源、能源、灾害以及全球变化等区域和全球挑战背景下,研究空间科技支撑"一带一路"可持续发展的能力和作用。在此基础上,提出构建基于空间观测的"数字丝路"设想,以为"一带一路"提供空间数据、环境信息与决策支持,促进我国与沿线国家的科技及全方位合作,以"数字丝路"服务"一带一路"世纪工程建设。

Abstract:The Belt and Road initiative, involving 65 countries with a total population of 4.4 billion, is not only a major national strategy but also an international initiative characterized by wide ranges, long-term, and diverse fields. In the context of the regional and global challenges of sustainable development brought by environment protection, resources, energy, hazard risks, and global change, this study aims to explore how space-based Earth observation technology can support to deal with those challenges by examining the advantages and capability of this technology. And then the establishment of a Digital Silk Road based on the spatial observation is further proposed, which will promote the S&T and overall cooperation between China and the other related countries by providing spatial data, environmental information, and decision support. Digital Silk Road will definitely serve and contribute to the construction of the centurial project, One Belt and One Road.
