关于加强我国公共卫生应急反应体系建设的思考

摘    要:随着我国公共卫生事件呈现出多发的趋势,新发突发传染病的预防和控制将会成为制约中国现代化进程、经济社会全面协调可持续发展和国家安全的重要因素。近年来,我国对突发公共卫生事件发生机理的认识、科学高效的应对能力在不断提升。文章通过对发达国家和我国公共卫生应急反应体系的比较分析,明确我国在体系建设方面存在的问题,并从建立预警预报机制、完善生物安全实验室管理体系、提高技术支撑能力和加强国际交流与合作等方面,提出加快我国公共卫生应急反应体系建设的建议,为我国新发和突发传染病的预防和控制提供支持。

Abstract:With the appearance of more and more public health emergencies, emerging and re-emerging diseas- es have been becoming the main threats to the sustainable social and economic development, modernization progress, and national security in China. In the last decade, the awareness system of the public health emergen- cy mechanism has been improved and the response capability has been strengthened. In this article, we corn- pared and analyzed the present public health emergency response systems between China and other countries and the main problems and challenges were identified for implementing the established system in China. Fur- thermore, we suggested to improve and perfect our public health response system through establishing the early warning and forecast system, enhancing the biosafety management of laboratory, increasing the technical sup- porting capacity and promoting the international collaboration, in the hope of laying a solid foundation and framework for emerging disease prevention.
