| 摘 要： | 建设节约型社会的目的是提高资源利用效率、减少污染物排放强度和促进可持续发展。通过运用综合措施,使资源从生产到消费的各个环节都能得到合理配置与高效、综合、循环利用,使不可再生资源、能源得到有效保护和替代,使污染物产生量最小化,并使废弃物得到无害化处理,实现发展与环境的双赢以及人与自然的和谐。建设节约型社会是可持续发展理论同中国现实国情相结合的具体体现和客观要求。建设节约型社会面临多方面的障碍,需要采取综合措施,并优先推进建设节约型社会的相关制度建设。

| Abstract: | The purpose of building a Resource-efficient and Environment-friendly society(REEFS)is to raise the resources utilization efficiency,reduce the intensity of pollutants discharge and promote a sustainable development.That is,to apply integral measures to make resources rationally allocated and utilized in a highly efficient,comprehensive and recycling manner in every link of the process from production to consumption,enabling the resources and energy sources not recyclable to be effectively protected and replaced,and minimize the generation of pollutants and render harmless treatment of wastes realizing a win-win solution of development and the environment and harmony between man and nature.Building the REEFS is the manifestation of concrete application and objective demand of the combination of sustainable development theory with the actual national conditions of China.However,the efforts to build the REEFS have met with many-sided obstacles and therefore integrated measures are necessarily adopted.The first priority is to push forward the setting up of relative systems and regulations for building the REEFS. |
