| 摘 要： | 开源已成为全球科技进步至关重要的创新渠道。开源创新体系建设是我国实现科技自立自强的重要途径。中国作为全球软件价值链和高新技术产业链必不可少的一环，需要更完善的开源创新生态。文章在系统梳理欧美先发国家开源发展经验的基础上，立足我国开源生态建设面临的实际问题，提出促进我国开源创新体系建设的政策建议。

| Abstract: | Open source has become an essential innovation model for global technological progress and the construction of an open source innovation system is an important path for China to achieve self-reliance and self-improvement in science and technology. As an indispensable part of the global software value chain and high-tech industry chain, China needs to improve its open source innovation ecosystem. The paper, based on a systematic review of the related development policies and successful experiences on the open source work in US and Europe, puts forward a series of policy suggestions to solve the practical problems faced by the construction of open source ecosystem and promote the construction of an open source innovation system in China. |
