| 摘 要： | 本认为，对科研论归级等的本质是对科研工作的社会贡献作出评价，所以要特别视其标准和依据的研究，近此年来，人事，教育和科研管理部门在专业技术职务评审中所采用的国家级，省级，地级地归类分等办法存在许多问题，我们认为，由图书馆系统以“三率”为依据制定的标准较为科学，而易于操作，应当予推广和采用，同时，图书馆系统编制的《中核心期刊》当进一步完善。

| Abstract: | The essence of the classification of science research theses is to evaluate the social contribution that the researchers provide. so special attention should be put on the researchers' standards and grounds of reasoning. In recent years, many problems still exist in evaluating the titles of technical and professional post according to the "national" level, "provincial" level and "regional" level of their theses in some personnel, education and science research management institutes. we consider that the standard set by the library system is more scientific and easier to operate, and should be used and spreaded more widely. that is, we should evaluate a thesis according to the "three rates". At the same time, A Guide to The CoreGournal of China should also be improved. |
