| 摘 要： | 如何评价和更有效地发挥基础研究的作用是科技政策中的一项重要内容,本文在文献研究基础上指出,基础研究绩效如何,受到企业研究与开发能力的制约,企业R肋能力是基础研究绩效的平台。没有强有力的企业R＆D活动的支持,基础研究的作用是很难得到有效发挥的。在当前的科技政策中应特别注意正确估计基础研究的功能,全面衡量贴D活动的效果,使基础研究能够更有效地发挥作用。

| Abstract: | As main part of science and technology policy, evaluati ng and promoting the basic research is very important. Based on the literary r eview, the paper addressed that the effectiveness of basic research is restric te d by the enterprises R&D capability. In another words, such enterprises R &D capability is the base of the basic research. Without the supporting fro m en terprises R&D activity, the availability of basic research is limited. As re sult, in the process of science and technology policy making, we should gi ve a p roper estimate of basic research role in the whole R&D activity. |
