| 摘 要： | 在经济全球化程度加深、知识经济时代来临、可持续发展思想普及的社会经济前景下，世界经济发展愈来愈呈现出区域化特征，区域创新能力、潜力和区域创新系统构建已成为区域获取竞争优势的决策因素。本从区域创新系统的功能要素和创新对象角度出发，认为区域创新系统主 要由四部分构成：区域发展战略创新－－区域创新系统构建的前提；技术创新－区域创新系统的核心；制度创新－区域创新系统的基础；区域形象及区域营销创新－区域创新系统的新内容。并认为区域创新网络是把区域创新系统的各主体要素和对象要素和对象要素有机结合的主要形式和有效载体。

| Abstract: | Under the conditions of global economic competitiveness, knowledge economy and sustainable development, regional capability and potential for developing systemic innovation are the key factors for regional development. This paper argues that RIS consists of four parts, which are regional development strategy innovation (the premise of RIS), regional technology innovation (the core of RIS), regional institution innovation (the foundation of RIS) and regional identity/marketing innovation (the new content of RIS), and regional innovation network is the main form and an effective medium which combines elements of RIS. |
