| 摘 要： | 政府为矫正市场失灵而采取的政府公共研发投资,尤其是对企业的研发资助是否会对企业的研发投资产生挤出效应,一直是西方学术界关注的热点。几十年来,西方学者对此进行了有益的探索,尽管目前这种研究仍存在很多缺陷和不足,尚未形成一个统一的认识,但他们的研究方法论、定量研究方法与手段、重视实证研究的传统对我国相关科技政策绩效评价仍有很强地借鉴意义。

| Abstract: | Foreign researchers have been always focusing on the public R&D investment which is adopted by government for remedying the market failure.In recent decades,they have made beneficial exploring in this field.Though the questions still remain open and there is limitation in the existing research,the methodology,quantitative research methods and the convention of attaching importance to positive research make sense to the evaluation of Chinese technological policies. |
