| 摘 要： | 本在对国内外有关知识产权评估进行调研的基础上，提出了我国高校知识产权业绩评估的基本原则和技术原则，制订了评估方案，设计了评估指标体系。该指标体系分为数量指标体系和管理指标体系两部分。应用该评估方案对上海10所高校1999年度的知识产权工作业绩进行了评估测算，排出的次序比较符合客观情况。

| Abstract: | In this article, on the basis of researches on the assessments of Intellectual Property Rights at home and abroad, the author advances some basic principles and technological methods of how to assess the Intellectual Property Rights performances of Chinese universities, as well as conducts the assessment methods and devises the system of assessment indicators, which consists of two sections --the subsystem of quantitive indicators and the subsystem of management indicators. The above assessment methods were used to evaluate and measure the Intellectual Property Rights performance of the universities in Shanghai in 1999, which results in an objective ranking of these universities' performance. |
