| Abstract: | With the principal-agent theory, the paper sets up double principal-agent relationships in the regulation of infrastructure and an econometrics model of regulation efficiency. Then it analyzes the effect on regulation efficiency from the costs of regulation and the utility of regulator, At last, it brings forward some idea to improve the regulation efficiency. |
