| 摘 要： | 目的/意义]安全情报是安全管理必不可少的支撑,安全情报失误往往是导致安全管理失败的重要原因。因此,安全情报失误致因研究具有重要意义。方法/过程]首先,提出安全情报失误的定义,并详述其内涵。其次,运用"物理—事理—人理"系统方法论,分析安全情报失误产生的原因。在此基础上,根据安全情报流程,构建安全情报失误致因模型。最后,扼要分析安全情报失误规避策略。结果/结论]研究表明,安全情报失误主要由安全情报自身、安全情报环境和安全情报人员三方面原因造成,其产生节点包括安全情报生产、安全情报传递及安全情报应用三个阶段。安全情报失误规避应从适应安全情报属性、改善安全情报环境和理解安全情报人员三方面着手。

Study on the Cause Model of Safety & Security Intelligence Failure |

| Abstract: | Purpose/significance] Safety & security intelligence(SI) is an indispensable support for safety & security management(SM),and safety & security intelligence failure(SIF) is an important cause of SM failure.Hence,it is of great significance to study its causes.Method/process] First,this paper proposes the definition of SIF,and elaborates its connotation.Second,by using the Wuli-Shili-Renli(WSR) system methodology,this article analyzes the causes of SIF,and constructs the cause model of SIF according to the process of SI.Finally,this paper analyzes the SIF avoidance strategies.Result/conclusion] The results show that SIF is mainly resulted from SI itself and its environment and personnel during the production,transmission and application of SI.SIF should be avoided from three aspects:adapting to SI attributes,improving SI environment and understanding SI personnel. |
