| 摘 要： | 基于理论论证和实证检验,通过引进专利分析法和技术环境监测法,构建了一个结合专利分析与技术环境监测的技术预见模型。与传统的德尔菲法技术预见相比,该模型能减少专家预见过程中的认知偏差,使技术预见操作起来更有系统性,并能通过技术环境监测与跟踪的机制及时确认或及时修正对未来的预见。
