| 摘 要： | 本文从公民参与视角研究了电子政务中信息的公开与公正问题,指出信息公开是电子政务的内在需求,信息公开是公民参与的前提条件,在此基础上分析了当前我国电子政务信息公开存在的问题并提出了相应的对策。作者认为,信息公正是建立电子政务社区和谐秩序的道德诉求,以此为出发点,文中简要探讨了信息资源分配中的平等、自由、民主和正义等深层次发展理念问题。

| Abstract: | From the perspective of citizen participation, this paper discusses the problems of information publicity and justice in the e-government, and points out that information publicity is the inner demand of e-government, and is the precondition of citizen participation. At the same time, the paper analyzes the problems in e-government information publicity and their solutions. Thes believe that information justice is the moral requirement in the construction of the harmonious e-government community. The paper also discusses the equality, freedom, democracy and justice in the allocation of information resources. |
