| 摘 要： | 政务数据与社会数据对接融合是大数据时代提升国家数据治理能力的战略支点。文章基于协同创新理论、融入价值理论,从协同域、价值域出发,构建了"主体、客体、载体"以及"问题导向、目标导向"的"三体两向"分析模型,进而研究了政务数据与社会数据平台化对接的三种机制。依据该分析模型,对国内三类典型实践案例进行了剖析,明确了各案例的机制与模式,指出了实践中的特点及不足,以期为今后开展数据对接融合理论探索及实践创新提供有益参考。

Research on Platform-based Connection between Government Data and Social Data:Model Construction and Case Verification |

| Abstract: | The integration of government data and social data is the strategic fulcrum to improve national data governance capacity in the era of big data.Based on collaborative innovation theory and integrating value theory,this paper constructed a"subject-object-carrier"and"problem and target oriented""three bodies and two directions"analytical model from the collaborative domain and value domain.Three types of mechanisms for government data and social data platform docking are summarized.Based on this model,this paper mapped and analyzed the mechanisms and patterns of three typical cases in China,pointed out the characteristics and weakness of the practices.The paper has implications to further theoretical research and practical innovation. |
