| 摘 要： | 在企业运行中，实际上存在一个“企业-用户-政府”系统。其中，研究开发和服务活动之间的相互作用是激励创新的一种途径。本文首先以4个实例对此展开论述，对主体、环境和功能要素给以界定，然后运用“创新系统要素联动方法”加以分析。这里，联动(linkage)是指系统要素间持续的交叉作用。

| Abstract: | In process of enterprise operation,there is a system of enterprise-government-consumer in which interaction between R&D and service activities is a way inspiring innovation.Firstly,this paper discusses the interaction among the main body,environment and function actors with four cases,and secondly,analyzes it with the linkage method among the actors mentioned in a innovation system.Here,term linkage refers to the sustainable interaction among the actors in the system. |
