| 摘 要： | 知识产权明晰是技术市场运行的前提,知识产权保护水平直接影响技术市场运行的效率,进而影响科技成果转化率、自主创新能力等关乎国家竞争力的问题。但学界对我国知识产权保护和技术市场关系的研究缺乏实证考量,所提出的观点缺少客观数据分析的支持。对相关文献进行述评,然后运用协整理论与误差修正模型,基于1994-2008年我国知识产权保护对技术市场发展影响的经验研究,发现我国知识产权保护对技术市场发展起了一定的促进作用,从短期看影响较小,弹性系数仅为0.27;但长期看其弹性系数(0.58)较高,这反映出知识产权保护水平对技术市场的作用存在一定的累积、滞后效应,知识产权保护水平是促进技术市场发展的主要原因。最后从知识产权保护的角度提出促进我国技术市场发展的相关政策建议。

| Abstract: | Clear intellectual property rights is the precondition for operation of technology market.Intellectual property rights protection level directly affects the efficiency of technology market operations,thereby affects the transformation rate of scientific and technological achievements and independent innovation capacity issues related to national competitiveness.However,Study on the relationship between Intellectual property rights protection and technology market has not experienced enough empirical study with data analysis.This paper first reviews some relevant literature,and then by use of co-integration and error correction model,based on empirical studies of 1994-2008,finds that the level of intellectual property rights protection has some role in promoting the development of technology market.In short-term the impact is small with the elasticity coefficient of 0.27,but in long-term the elasticity coefficient(0.58) is higher,which reflects that the role of Intellectual property rights protection on technology market can be accumulated and lagged,and that Intellectual property rights protection is the main reason for promoting the development of technology market.Finally,the paper put forwards some relevant policy recommendations for the development of technology market in China from the view of protecting Intellectual property rights. |
