| 摘 要： | 主要从技术跨越的涵义界定和可能性分析、进入时机、遵循路径和战略选择方面进行了综述,主要结论是:一切可以缩小发展中国家和发达国家差距,提高发展中国家综合实力的追赶方式都应该纳入技术跨越的研究范畴以内;技术导入期或重大技术创新的出现期和成熟期是实现技术跨越的最佳时机,但是究竟选择哪一个,受到技术发展特性、资源禀赋和风险承受能力等因素的影响;应根据初始条件的不同选择技术跨越的路径,当落后者在跨越初始时有足够的资源能力达到目标,则可采取直接路径进行跨越,若初始时条件不够充足,则可以采取各种策略组合的旋进路径进行跨越;政府在技术跨越的初始期要通过研究院所和企业的合作来培养和积累人才,提高企业的自主创新能力;但是当企业具备一定的自主创新能力后就应充分发挥企业在技术跨越战略中的主体作用;而企业在短期内可以选择"市场换技术"战略,但是从长远来看,必须走自主创新的模式,以免陷入"追赶又落后"的陷阱。
