| 摘 要： | 信息立法中的一个基本概念就是信息权利。本文对信息权利的内涵和外延从法学理论上进行了澄清,认为信息权利泛指所有以信息为客体的权利,该权利是一项综合性的权利,其中包括了一些具有财产性的权利,也包括一些非财产性的权利,所以不能笼统的认定信息权利的性质。信息权利的性质的复杂性,导致一个统一的信息法不仅是不必要的,而且是不现实的。

| Abstract: | Informational rights is a basic concept when we talking about information legislation. After clarifying the concept of informational rights,this article concludes that they generally refer to all the rights which take information as their object. These rights are comprehensive,including property and non-property rights. The complexities of informational rights make a uniform information act not only unnecessary but impractical. |
