| 摘 要： | 从组织学习理论的视角来看,我国中长期科技规划(以下简称“规划”)在一定程度上是政府通过国家科技远景的设定和实现,对学习型政府的构造过程。这种功能正是规划与计划最为重要的“过程意义”。然而,当前国内一些学者和政府部门对于规划意义的认识较多地停留在其对于国家或区域科技、经济带动等效果层面,往往忽视了“过程”这一重要意义。本文立足于组织学习理论的视野,围绕学习型政府构建的核心问题,探究规划对于学习型政府的意义和影响。 |

| Abstract: | From the view-point of organizational learning theory,to a certain extent,our mid-long term science & technology plan is the structural process of learning government by drawing up and bringing about far-reaching plan on national science & technology,which is guided by government.This faction is just the most important "process significance" of plan.However,presently,some domestic scholars and government departments remain the understanding level of the effect on national science & technology and economics for plan,while neglected important "process significance".Based on organizational learning theory,and rounded keys to the matter of learning government construction,the article would approach the influence and significance of plan on learning government. |
