| 摘 要： | 针对学术界以政府科技投入私人价值实现研究为主的现状，对三维价值实现模型进行改进，建立政府科技投入双重价值实现模型，并提出具体可操作的评价指标体系；针对政府科技投入绩效难以直接评价的问题，引入相关性分析对评价结果进行可信度检验。研究结果表明：政府科技投入的公共价值溢出高于私人价值溢出，政府对非排它性和非竞争性的纯公共物品支持回报最高，对科技成果转化的作用也比较显著。
