| 摘 要： | 建设创新型国家,是新时期国家战略的选择。知识经济时代,自主创新能力成为国家竞争力的核心。增强自主创新能力是产业结构调整、转变经济增长方式的中心环节。把增强自主创新能力作为全部科技工作的基点,中国的科技运行要调整科技资源配置,调整国家科技计划。

| Abstract: | Building a innovative country is the national strategy's choice in the new time.In the knowledge economic time,the ability of independent innovation is become the core of national competitive power.To strengthen the independent ability of innovation is the key point of the adjustment of industrial structures and the change of economic increasing measure.To make the strengthening independent innovative ability as basic point of the whole S&T works.Chinese S&T operation need to adjust S&T resource allocation and national S&T plans. |
