| 摘 要： | 本文以“解决问题的过程”作为贯穿全文的线索，揭示出信息与不确定性，问题之间存在“钥匙与锁”的关系；按照解决问题的顺序，论述了解决问题需要“信息能力”，以及信息能力包括的信息意识，分析能力，实践能力，创造能力如何在解决问题，实现信息价值的过程中起到相应的作用。
