| 摘 要： | 介绍新闻发言人制度的实施背景，分析新闻发言人制度的信息管理意义，认为：新闻发言人制度的基础是政府信息公开，目标是信息资源共享，本质是信息权力的再分配。实施新闻发言人制度的过程应注意：完善新闻发言人制度的实施机制，拓宽新闻发言人制度的实施途径，提高新闻发言人制度的实施质量，注重新闻发布主题的落实和信息反馈。

| Abstract: | The article introduce the executing circumstance of the press and public relation system,analysis the information management significance of the news prolocutor system and state that:The base of the news prolocutor system is information opening of government;the aim of it is information resources sharing and the essence of it is reallocation of information power.They must be minded in the executing process to perfect the executing mechanism,broaden the executing gateway and emphasize the performing and feedback of information. |
