摘    要:【目的/意义】人才是新型智库建设的基础,社科人才在新型智库建设中发挥着尤为重要的作用,我国新型 智库建设时间不长,在建设过程中普遍面临咨政人才短板之痛。【方法/过程】基于智库建设的空间场域,研究从静 态的社科人才布局结构和动态的运行管理与决策成果转化结构,分析社科人才发挥作用的深层机理和实践困境。 【结果/结论】研究指出,破解单一化、小规模、临时性的人才布局结构,弱团队、简易化、传统型的运行管理结构和同 部门、低影响、轻评价的成果转化结构等结构性问题,主要有三个方面的优化路径:一是理顺“智-研”关系,营造新 型智库社科人才发挥作用的独立空间;二是优化“主体-规模”结构,打造新型智库社科人才的咨政成果品牌;三是 推进 “要素-制度”创新,健全新型智库社科人才的绩效管理体系。

Abstract:PuqDose/significance] Talents are the foundation of the construction of the new think tank,social science talents play an important role in the construction of the new think tank.The construction of the new think tank in China is not long,many newly established think tanks face the lag of the consultants.Method/process]Based on the action field of the construction of the think tank,the research analyzes the deep mechanism and practical dilemma of social science talents on the static structure of social science talents layout and lhe dynamic stnicture of operational management and transformation of decision consultation.Result/conclusion]The research pointed out that there are three main optimization paths to crack the structural problems of singular,small-scale,temporary tale nt layout structure,weak team,simplified,traditional operational management structure and the same department,low-impact,light evaluation results transformation structure.Crack these and other structural problems:one is to straighten out the"intelligence-research"relationship,to create an independent space for the new think tank social science talents to play a role;the second is to optimize the"subject-scale"structure and create the brand of decision consultation of the new think tank social science talents.The third is to promote the innovation of"factor-system"and build the performance management system of new think tank social science talents.
